Terms of Service Agreement

IMPORTANT NOTICE: PLEASE READ THESE TERMS OF SERVICE AGREEMENT CAREFULLY.

These terms of service will serve as a contract between you and Peso Exchanger.  Its contents refer to all conditions applied on the services rendered by Peso Exchanger therefore; it is highly recommended that you read each section prudently prior to using Peso Exchanger services.

Should you find any statement disagreeable on your part, Peso Exchanger strongly recommends you not to proceed with any application to use our services.

By signing up and/or using any services or products of Peso Exchanger, you agree to be bound by all these Terms and Service Agreement.

Peso Exchanger does not represent Paypal Inc. We are not related or a part of Paypal Inc. The information posted on this website is intended to express our opinion and help others. None of the information on this website is intended to discredit any company or individual.

Peso Exchanger does not tolerate fraud. People engaged in fraud and malicious activities online cannot use our service. This includes those who use black-hat methods, scams, fake identities and the like.

The Paypal Withdrawal Service we offer is provided as an option for someone who is willing to send us their Paypal funds as collateral/security for the real money/cash we send them. The Paypal Withdrawal Service is offered as an option for emergency cases and does not intend to replace the usual Paypal withdrawal Method.

 

Article I. Scope of Services

Section I. Web Payment Services

Anyone can avail of this service regardless of his/her age, gender, and nationality as long as he/she abides to the terms of the third party involved.  A third party could be commercial websites, companies, or individuals.

Disclaimer: “We only provide ways to facilitate one’s needs for processing of payment for online bills or purchases.  We may assist you in selecting third party merchants for certain services or products; however, Peso Exchanger will not be held be liable for concerns (i.e. damaged goods, mishandled shipments, or unsatisfactory services, and others alike) that may arise after the payment of the transactions is successfully processed.”

Section II.  Paypal Withdrawal Service

Anyone who passed the Peso Exchanger Verification Process can avail this service.  In order to qualify for the verification process, interested clients must have a verified Paypal account and at least one (1) valid Philippine Government issued ID.  Click here for the list of valid IDs we accept.

Disclaimer: “Applicants for the verification process may fail or pass based on the information they provided prior and during the verification session.  Therefore, submission of application is only a pre-requisite and not a guarantee in availing this service”

Section III. Receiving Payments

Peso Exchanger will only receive payments through Paypal, money remittance and banks listed in the Payment options.

Disclaimer: “We will only accept payments through money remittance if a Peso Exchanger staff is available to receive the payment.  To know the availability of this option, please ask the customer service staff online.”

Section IV. Sending Payments

Peso Exchanger will only send payments through Paypal, money remittance and banks listed in the Withdrawal options.

Disclaimer: “If a Peso Exchanger verified client requests that a payment be received by a third party person, he/she or the third party should provide at least one (1) valid Philippine Government issued ID prior to receiving the payment.”

Section V. Blacklist

Peso Exchanger reserves the right to blacklist any person, group or affiliates which we may find suspicious or malicious.

 

Article II. Legal relationship between you and Peso Exchanger

Any violation of the terms of service in Peso Exchanger has an equivalent punishment in the Laws of the Republic of the Philippines. You are legally bound to these terms and to the laws of the Republic of the Philippines.

Article III. Your Responsibilities

As a Peso Exchanger service user, you are hereby informed of your corresponding responsibilities:

Section I.

To read and understand our Terms of Service Agreement.

Section II.

To secure your Paypal account from factors that might cause exploitations, limitations, withholding of your funds and even closure of your Paypal account. Here are some basic tips to protect your Paypal account:

Section III.

To contact Peso Exchanger the moment you receive cases with Paypal intervention (i.e. funds held, red flag transactions, authority verification, and others alike)

Section IV.

To inform Peso Exchanger regarding updates and development of your case (stated in Section 2 of Article III) at least every twenty-four (24) hours until the issue will be resolved.

Section V.

 

To comply with the necessary requirements and cooperate with Peso Exchanger and Paypal to resolve the issue/case (stated in Section 3 of Article III) at most within forty-eight (48) hours.

Section VI.

To refund the amount to Peso Exchanger if the issue/case will not be resolved as specified in Section 5 of Article III before seventy-four (72) hours from its occurrence. To refund Peso Exchanger you may deposit the amount sent to you via any of the methods listed here.

Section VII.

To identify that the funds that you have and will be exchanging with Peso Exchanger is not from money laundering, scam or any form of malicious sources.

Section VIII.

To secure that you are the only one who have access of your Paypal account.

 

Article IV. Fees

Section I.

To cover our operational expenses, Peso Exchanger will collect fees for services rendered.

Section II.

Paypal Withdrawal Service transactions are subject to the fees listed below (in Section 3-4 or Article V) in accordance to the transaction amounts and conditions.

Section III.

A 5% fee shall be collected from the total requested amount only if you request through a mode of payment to a supported bank and the amount requested is over 3,999 PHP

Section IV.

An 8% fee shall be collected from the total requested amount if you don’t meet the conditions stated in Section 3 of Article V.

Section V.

Web Payment Services transactions are subject to the fees listed below (in Section 6) in accordance to the transaction amounts and conditions.

Section VI.

A 5% fee shall be collected on top of the total cost amount for Paypal Funding Services and Payment Assistance Service.

Section VII.

Fees are subject to increase or decrease without prior notice.

 

Article V.  Sending Paypal Funds to Peso Exchanger (PWS)

Section I.

You may only send Paypal funds that is from your own account and earned from legal sources.

Section II.

It is your responsibility to identify that the funds that you have and will be sending to Peso Exchanger is not from money laundering, scam or any form of malicious sources.

Section III.

It is your responsibility to provide the correct details when requesting an exchange.

Section VI.

Peso Exchanger will not be held liable for loss of amounts/proceeds sent if our staffs find discrepancies on the information you have provided on your request during the conduct of review.  However, you will be notified if discrepancies will be noticed prior to processing of the request.

Section V.

As of January 2013, Peso Exchanger only accepts PHP converted funds for Paypal Withdrawal Services. The whole amount of your Paypal funds for your request/exchange should be in PHP currency before sending to Peso Exchanger.

 

Article VI.  Receiving Payments or Getting Paid by Peso Exchanger (PWS)

Section I.

Only a person who has passed the Peso Exchanger verification process can receive payments from Peso Exchanger.

Section II.

A verified Peso Exchanger client may have a different recipient for his/her payment, provided that he/she can submit a valid ID of his/her recipient.

Section III.

Payment options such us cash delivery, cash pickup or remittance options are only to selected recurring clients. You may do a special request to avail of these options but these request are subject to approval of our staff.

Recipients who are to receive cash via pick up or delivery should be able to present a valid ID upon receiving the payment.

Section IV.

Recipients can only be someone from your immediate family members or related to you to the first degree of consanguinity.

Section V.

You may only receive payments from Peso Exchanger through any methods listed in the Payment Options page.

 

Section VI.

Availability of some payment options are dependent on the availability of the 3rd party services we use.(e.g online banking, banking networks, ATMs and other 3rd party tools services.)

Section VII.

Peso Exchanger does not and will not issue checks.

Section VIII.

If you have sent an exchange request and did not get processed in 1 hour, you have to contact us through our mobile number or through our Facebook account.

Section IX.

Peso Exchanger will not be held liable if you do not receive the payment we processed due to incorrect details you have provided in your request.

 

Article VII. Making Payments to Peso  Exchanger (WPS)


Section I.

You can only pay for the Paypal Funding Service and Payment Assistance Service we offer through the list of payment options listed here.

Section II.

All fees for our services are non-refundable. Payment for the item/service you ordered via (PAS) can be refunded provided that the 3rd party website/entity issues a refund to us.

Section III.

All payments should be in PHP currency whether paid through bank, remittance or cash.

 

Article VIII. Receiving Paypal Funds from Peso Exchanger (PFS)

Section I. (for Paypal funding service)

Once an amount has been sent to the recipient’s PayPal account, the recipient has full authority for the amount received.  Therefore, Peso Exchanger will not be held liable to whatever circumstance that may happen after the recipient received the amount.

Section II.

Peso Exchanger will not be held liable if you do not receive the Paypal funds we sent due to incorrect details you have provided in your request.

 

Article IX.  Processing

Section I.

All PWS request are processed within an hour if there are no hindering factors (stated in this article VII). If your request has not been processed in an hour, please contact our staff online.

Section II.

We recommend that you check our staff’s availability by contacting us on Facebook or via the staff’s mobile number and other contact information listed here.

Section III.

A hindering factor that we cannot control is the availability of a 3rd party service that is to be used in processing your request. We may only be able to process your request once the 3rd party service is available for use. Sample of 3rd party services we use is the online banking facility of a bank, Paypal website and other tools we use internally/externally.

Section IV.

Another hindering factor is the availability of funds. The daily limit of our funds is confidential. We may not be able to process request once we run out of funds to send.

Section V.

Peso Exchanger will only process requests based on the details you have provided, you are advised to contact our staffs right away if you have provided incorrect info during the request so it will be corrected immediately prior to the processing of the request. However, Peso Exchanger will not be held liable for any loss once requests will be successfully processed from the erroneous details.

Section VI.

In certain cases that a 3rd party service is all of a sudden unavailable for us to use to process your request, we may offer you an option to ether have your money refunded (100% – NO FEE) or we may process it later when the 3rd party service becomes available.

 

Article X. Intervention

Section I.

There will be circumstances that Paypal will randomly intervene with our transactions.  Paypal might hold the funds, investigate the transaction, possibly limit the accounts, and other related actions which may hinder Peso Exchanger from receiving or withdrawing the funds you have sent to our account for a request(PWS).  Should this happen, you are hereby obliged to return the amount Peso Exchanger has sent you before seventy-two (72) hours from occurrence of this incident as described in Section 5 and 6 of Article III.

Section II.

In cases where Paypal reverses the fund you sent for exchange request to Peso Exchanger back to your Paypal account, you are obliged to resend it back to our Paypal account immediately before forty-eight (48) hours from occurrence of the incident.

In circumstances that you will not be able to resend the reversed funds back to Peso Exchanger, you must return/refund the amount we sent you before seventy-four (72) hours from occurrence of the issue.

To refund Peso Exchanger you may deposit the amount sent to you via any of the methods listed here.

Section III.

We cannot process your additional requests if Paypal limits and holds the funds that you previously sent to us. (This includes the red flags and held funds.) You are advised to resolve any case that you have before you can make new transactional request from Peso Exchanger.

Section IV.

Your cooperation is highly requested for faster resolution of any issues/cases that Paypal may present.

Section V.

You are obliged to contact Peso Exchanger as soon as you encounter issues/cases relative to our transactions.

Section VI.

You are obliged to contact us for updates on issues/cases pertaining to your Peso Exchanger transaction at least every 24 hours until it is resolved.

 

Article XI. Privacy/Confidentiality

Your privacy is very important to Peso Exchanger, thus the following are hereby guaranteed for the corresponding purposes of your provided information:

Section I.

Your personal and confidential information provided will only be used as reference for the Peso Exchanger Verification Process you applied for.  It will never be shared to any person, group or institution or to suffice any business interest that might be beneficial to Peso Exchanger or others.

Section II.

Your personal and confidential information provided will be stored in our repository of client profile to be Peso Exchanger’s reference in contacting you for future concerns arising from our transactions.

Section III.

Your financial and confidential information provided (e.g account number ,account name, etc.) will only be used to verify your ownership of the bank accounts that Peso Exchanger are transacting with.

Section IV.

Peso Exchanger will be checking your Paypal account and the transactions details enlisted therein to verify the legitimacy of the sources of your funds.

Section V.

For the verification of your mode of payment, we may require you to send proof that you are the owner of the bank account. With this stated, we only need your account name and account number to show in a single document to prove that you(or your recipient) will be the person that we will be sending payments to. You may cover or opt out other information not necessary (card number, expiry date, security code and such) shown in your bank statement, credit/debit card picture and other documents we request.

Section VI.

In cases where we are able to verify you as a fraud or scam, we will publish your case in our scam alert section along with your personal information. Scammers and frauds, you have been warned!

 

Article XII. Security

For security of both parties, you, as our valued client, and Peso Exchanger, the following precautionary measures will be implemented:

Section I.

Peso Exchanger takes authority in clearing out your exchange request before processing it. Clearing time gives us time to monitor the funds you send us for any irregularities (See Article VIII. Intervention) prior to processing your request. Clearing time normally takes only 30 minutes but can be extended if our processing staffs deem it.

Section II.

Peso Exchanger takes authority in deciding to process or decline your exchange requests as irregularities in transactions may arise.  Other factors which might hinder us from processing your requests are unavailability of staff, funds, third party services (e.g. online banking, Paypal, Facebook, etc.) and other related factors. See Article VII.  Processing

Section III.

Peso Exchanger will not process your exchange requests which funds come from unverified Paypal accounts.

Section IV.

Peso Exchanger will only process payments using our official computers/equipment within our office vicinity.

Section V.

Peso Exchanger strongly suggests that you only log-in your Paypal account either in your office or home computers only.  It is best that you only log-in using your personally-owned computers/equipment.

Section VI.

Peso Exchanger strongly suggests you not to send exchange request when your Paypal account is logged in with proxy IP addresses, mobile applications, or using internet cafe’s IP addresses.

Section VII.

Peso Exchangers advises you to never share your Paypal log in details and credentials with another person nor to transact with persons identified as a scammer or fraud in our scam alert section.

 

Article XIII. Verification

Section I.

Failure to follow our verification process will lead you to the disqualification of usage to Paypal Withdrawal Service.

Section II.

Peso Exchanger is guided by the policies and agreements of Paypal, thus our policies and terms reflect theirs.
Section III.

Verified Peso Exchanger clients who will violate any of these policies and terms will be disqualified from using our services.
Section IV.

Anyone who is banned, limited and labelled suspicious by Paypal will be disqualified upon applying for the Peso Exchanger Verification Process.

Section V.

Peso Exchanger reserves the right to blacklist a client who shows discourtesy towards our staff or other Peso Exchanger clients.

Section VI.

Peso Exchanger reserves the right to blacklist any individual and his/her account that is suspicious or proven to be involved in fraud online.  This includes those who use black-hat methods, scams, fake identities and the like.

Section VII.

Peso Exchanger is not obligated to tell any reasons to our clients why they fail in our verification process.

Section VIII.

Anyone who will fail with the Peso Exchanger Verification Process may re-apply after 1 year.

Section IX.

A person or group that is blacklisted can never use any of Peso Exchanger’s services.
